I have a 92 Dodge Stealth with a Mitsubishi 3000 motor. When i turn the key on the pump runs constantly and floods the motor. The motor hydraulic locked with the cylinders full of fuel so i pulled all the plugs.
Does anyone have any idea what/where i should look to fix this problem. I think there is an MPI relay that controls the fuel pump but i have no idea where it is located.

The fuel pump is supposed to activate when the ignition is on. Otherwise there'd be no fuel pressure and nothing would come out of the injectors.
Which motor did you have installed into the car?

Yes, it is supposed to run but only for a few seconds to pressurize the system. This thing runs all the time and fills the motor with gas.

No, it supposed to stay running all the time to keep the fuel pressure at 39psi (Turbo) and 42 psi (NA). I think you're looking at a different problem.
I need some more info. What model is the car and which motor did you put in? SOHC, DOHC, turbo? Is the vaccum line from the intake plenum to the fuel pressure regulator hooked up?

Check your injectors. that is the only thing that I can think of the would cause you pump to keep running and also fill the cylinders fill with fuel. Or injectors are wired wrong. A(n) injector(s) would have to be stuck open or leak badly for the cylinders to fill with fuel.

The cylinders filled up with fuel. I had to take the plugs out and crank it over to get the fuel out of them, buy the way i temporarilly disconnected the fuel pump. Anyway, it's a 92 Stealth non turbo with a 3000 24 valve DOHC motor. I guess i'll plug a noid lite into an injector and see if it pulses or maybe it's constantly on meaning the injectors would be kept open. I don't know, i was wondering if there was a relay stuck keeping the fuel pump running or something.

The fuel pump will always run. Its the injectors and fuel pressure regulator that might be the problem if its fuel system related.
Also, are you sure you are getting proper spark? I would check the MPI relay and see if its functioning propery.
