They are typically a resistor that changes what the MAS sends to the ECU, thus making the car think it needs to run richer or leaner.
The only problem with that is that the airflow to fuel curve is not linear. That's why when you get a real air/fuel controller you adjust it to tps and rpm. this is just some cheap plug that will hook up and change by a base percentage. It will not do what it claims.

Actually it is connected into the Intake Air Temp sensor. Making it look like there is cooler air coming in and the ecu advances the timing.

There's a bunch of different ones...
I've seen one where it fools the ECU into thinking the coolant temp is actually cooler than it really is so the ECU still thinks the car is in warmup mode which makes it run richer.

Air intake temp sensor is in the MAS big guy. and that's exactly what I meant by the air/fuel curve is not linear. There are so many variables that just one 20 dollar plug in will not cover everything. There's also barometric pressure coming from the MAS to. I would also be extraordinarily suprised if it went right to advancing/retarding timing because of air temp. I would think that it would lean out the hertz the ECU sees which may affect the timing in conjuntion with adding/subtracting fuel, but not just affect timing alone. As far as I know the only way to adjust just timing is with an add on chip to the ECU itself. (by electronics, anyway. You could always alter the crank angle sensor signal.) If this 20 dollar resistor changes the airtemp, and that in turn only affects timing then it WILL give you horsepower. may also cause knock, but you take good with bad. They do make lightweight stock sized pulleys so you don't have to worry as much about it.
