Check fuses No. 1 (15A), No. 2 (10A), and No. 14 (30A) under the dash with an Ohm meter or test light.
Fuse Box Diagram from GTO manual pageTo check with a test light connect the wire to ground, turn the ignition to ACC and probe the metal sticking out the tops of the fuses. If both sides light up the fuse can be considered good. This is an easy way to check them without pulling them. With a test light you could quickly check all the fuses.
Looking at the fuse doesn't always allow you to see if it is bad. High resistance or an small vibration break isn't visible to the naked eye.

When working a problem like this start at the device and work your way to the battery.
-If the device isn't getting power, the wire or connectors to the fuse box or fuse could be bad. If the fuse is good check the wires.
-If the fuse doesn't get power check the branch fuse under the hood. If that fuse is good check the wiring between the fuse boxes plus the ignition.
-If that fuse isn't getting power check the wiring between the underhood panel and the battery/alternator.
