Hard to tell, but either the oil filter itself is leaking or the turbo return line.

It looks like it could be the return line or feel too because it looks like the oil is dripping down on the front cat.

Yes that's normal. It's because there's no oil pressure in the engine right now.
Also, the oil filter typically leaks at the gasket (rubber o-ring at the top of the filter that get squished between the filter and housing). Check to make sure it's on the filter and didn't get stuck to the housing.
