Obviously yes if the WB is calling for it.
The ECU is supposed to cycle the O2s at idle and cruise. You're going to find your AFR changing a bit because the ECU corrections for temp, pressure, and stock o2 sensor inaccuracies.

Waaay too much timing... Retard it a degree or two in that area.
Stock timing advance for that RPM range is lower 20s.
