 I need to pass the emissions test for waukesha county like last week... I do not (do to circumstances beyond my control up to and including a war that I had to attend) have my stock downpipe anymore. I also do not have my stock airbox as I am told that you need that as well. I am wondering if anyone can tell me what they look for on the visual "under the hood" inspection as well as if anyone has a stock DP that will fit on my 2nd gen VR4 that I can borrow or buy to pass the damn test. Eric, I can give you my stock airbox and my stock downpipe (if a 1G downpipe fits??). I will need to get my downpipe back from Master_D though asap. I just went through inspections in Waukesha in early January so I can clue you in, especially as far as visual.

Eric Which air filter assembly do you have again. I know both the K&N FIPK and the Stillen set-ups are C.A.R.B. exempt and they cant deny the test because of them. I could probably get the parts from Jesse and bring them out to you whenever I we decide to get together. Just give me a call. I promise now I will call you back... LOL. Been rough lately.

C.A.R.B. stands for California Air Resources Board. Note that it does not stand for Wisconsin. Not all air box replacement filters from K&N are C.A.R.B. certified, only the expensive K&N FIPK is certified for the 3/S. The problem is Wisconsin passed a law that prohibits any modification to the intake or exhaust. This includes the FIPK. I passed at the West Allis test facility, but it was a lot of hassle. I had to park and they called tech support in Madison who said, "It fails but run it through anyways?" It was a hour long suck fest with the manager of the place. I passed but it's not legal? I have the expensive smaller FIPK filter. Don't go to the West Allis test center. A different center has a 3SI member working there who said his center was 3/S friendly.  Search 3SI and you'll find the post.

I know that is stand for the Cali air research board. But the last time i took my car to emissions(last aug.), I was told that it was fine that I had it installed. He said as long as the mods are carb exempt, I can have them on my car. The only thing that I can think of about the new law is that it stops people from doing custom work that causes higher emissions. Open air filter if designed right do nothing except increase the air intake as well as clean it, which would cause the exhaust to also come out cleaner. Same thing as catback exhausts. If the cat still works as designed, the exhaust after it means nothing. This is just what I was told. And it does make sense. Also, I went to the facility on hwy JJ next to the waukesha co airport. Last time I went they didnt have the AWD lane open either. So they were doing idle tests on the AWD vehicles that day.

I thought that emissions station didnt have a thing for awd cars. At least they didn't when I took my car there.

I'm not 100% sure if they all do or not, but majority of them have AWD set-ups in one lane now do to the all the AWD cars and vans that have been coming into the market recently.

Joe----I will give you a call for the 1,000th time tomorrow during my break in school around 11:00 am. You WILL answer your phone this time.
Jesse----I'll give you a call sometime this weekend as I know you work but not when. I really appreciate the help you have given me.
Everyone else----Thanks for the info on which test place to try and go to. As for the offers on the down pipes, I have a 2nd gen, so I am not sure if 1st gen will fit or not. I might as well do a stock air box as well as it only takes a minute to change and I'm already doing the down pipe. Are they going to give me shit about my BOV?

You know when you go to register your car for plates. On the application is lists what county the vehicle is kept in. Don't put Milwaukee county. There are a number of DSMers I know that live in Milwaukee, however, their cars are listed as being kept in Dane, Jefferson, Door county... They have never had to take an emissions test nor have they ever been questioned when they got pulled over.
Just something to consider...

Just something to consider... I wish someone whould have told me that eight years ago. They are suppicious when you change just that part. I'm looking for a place to store my car in a good county so it would be primarily in that county.  That way I could have a receipt to prove it. - Most of the stations I've been to don't have AWD dynos, but to make up for it they do an under hood inspection with the idle test. OBD-II usually just get their port scanned so the test center might not look at them. My co-worker has a OBD-II Pontiac GTP that passes without a CAT or EGR because the modded ECU doesn't throw codes. The center just plugs into it and it reads A-OK.

Eric -- Yes, this time I WILL pick up my phone. I'll have to change my county next time I reregister because I wont be able to pass no matter what after I tear the motor all apart....hahaha. And as far as the OBDII cars, I was aware that they still did the underhood and undercar inspections along with it. But I guess if they are really busy, they just ignore it if it passes.
